Impossible to Login to TESO when overseas

Last time I was overseas I tried to launch ESO from a laptop. This was several months ago so I forget the exact details. Basically... I was unable to launch the game.
Yes the instal was up to date and throughly tested at home. Yes I tried hotel wifi (top quality) as well as hot spot from my phone with a local SIM. The phone / hotspot setup was also tested back home.
Is ESO banned or censored in Indonesia? For the life of me I don't know what happened.
I also checked my email in case I got a "login from new IP address" (failed country/zone check) kind of error and maybe I was sent a verification email.
I'm going back overseas very soon. I dearly want to play ESO while there. Any and all help is greatly appreciated.

Thanks for the reply. Any idea why a VPN is required. Is ESO "restricted" by censors in that country? I can pretty much access any website in Indonesia - they have made a very token effort at banning a couple of famous naughty websites but that's a bout it as far as I know0 -
