No access to guild traders.. directly or through bank (I know you can't use assistant/outlaw refuge)

I have reloaded, rezoned, relogged and rebooted; bankers are not giving me the option to see guild bank or traders, and when i talk to guild traders they only say 'goodbye' can't see any of the listings @ZOS_Kevin

adamsmith42✭✭✭✭Oh, and when i tried to send an in-game mail i got an error 'sending mail is disabled at this time'
