Skyshard Hints Showing Completed on New Characters

Issue: Skyshard hints are showing as completed on new characters once all zone skyshards are discovered on another character. Applicable zones are Deadlands, High Isle, Galen, Telvanni Peninsula, and Apocrypha.
Platform: PlayStation
Steps to Reproduce:

Discover all skyshards in applicable zones
Create new character and go to an applicable zone
Discover one skyshard to initialize list of hints in Zone Guide
Go to Zone Guide and go to the skyshard hints

I am seeing this as well on Xbox Series S. Also the dolmen shoals had to kill boss 3 times to get the achievement. 3rd time I put my follower away but not sure that really did anything.

I'm also noticing that the zone guide isn't reporting Skyshard progress correctly. When you look at the list of individual skyshards in zone guide, it reports account wide achievements related to skyshards. So you cannot conclusively tell where's your individual character's progress on delve skyshards. This is different than any other zone.

Have put in repeated tickets about this & made sure responded to any emails (but have to say their customer service people just did not seem to understand, no matter how I explained it)

Shows it as High Isle Skyshard Hunter achievement, completed by my main.

I think the skyshard info is also missing from the icon for the public dungeons. I’m not online to verify right now.

@ZOS_Kevin @ZOS_GinaBruno just a heads up, this issue is not fixed by U36 on High Isle and now exists in Galen. Specifically, when I go to the zone on a character who has not completed the skyshards, I am unable to determine which ones are available on that character using the zone guide. It instead shows them as all complete when looking through the skyshards hints, because another character has found them all.

Steps to reproduce on PS-NA:
1. Complete zone skyshard achievement on one character on High Isle and Galen.
2. Log onto another character who has not yet gotten the skyshards.
3. Open Map
4. Go to Zone Guide
5. Scroll down the skyshard roster
6. Look at the list of hints.

The hints themselves show completed.

@ZOS_Kevin Any sense of this being addressed in future patches? It's still an issue, even after U36. The issue has persisted since summer of last year and the projected fix has not been working since it launched with U36. Was it included in the patch as initially expected?

@ZOS_Kevin Hey Kevin, it's 5 months later and another patch has come out. I'm not seeing this issue resolved and nothing mentioned in PTS notes. Assuming this will be an issue going forward, can you please circle back?

I believe this was fixed on PS NA, I will have to go back and double check.

I've replicated the bug; it shows up in Deadlands, High Isle, Galen, Telvanni Peninsula, and Apocrypha. PMed you the video of the issue. Is that enough?

@zos_kevin Closing the loop on this one, but it looks like it's slated to be fixed in U41.
