crafting dailies for jewellery at maximum craft level have a decent (~25%) drop for chromium grains; do on as many characters as possible to maximise returns as you need 10 grains per plating. There's a tiny % chance those same writ rewards will drop a plating.
refining raw jewellery ores: pewter, copper, silver, platinum will drop grains only; 10 grains = 1 plating. Ore type is irrelevant, just amount refined. I think the grain drop from this is similar to other gold mat drop rates from refining other mats.
buy in zone/other players/guild traders
For precise data on refine rates look up @tmbrinks on this forum and check their signature for links to spreadsheets. Check ttc website or ask in zone for price checks.
edit: i suppose you could also deconstruct gold jewellery but you only get grains from that and is probably only arguably viable if you're farming vet crag trials or are getting highest campaign rewards from pvp.
If looking for specific jewellery items sets, other than trials/pvp, then check the golden vendor (cyrodiil) at weekends to see what they have - you can buy those for gold or ap.
i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (in progress being filled out), as well as almost every antiquity furnishing on display to preview them
Set bonuses are the most important part of Jewelry. To preserve those expensive tempers, make jewelry up to Blue and try it out with your build. The differences between Blue, Purple and Gold are almost quite small.
Once you are sure you like the set for your build, then you can upgrade to Purple or Gold.
