Lets look at stealth detection as it applies to NPCs while overland questing, sneaking through dungeons (mostly skyshard hunting), etc. Further let's stay focused on the Stealth mechanic, vs other related mechanics like Invisibility.
I'm trying to understand how much stealth reduction we currently need to basically push NPC detection off the chart and effectively gain a 0 meter detection distance. Secondary question is CAN we effectively reduce the detection meter to 0, or have some NPCs been designed with a minimum detection range that can't be reduced?
Years ago the NPC default detection range (for normal NPCs at least) was about 8m, but I don't know if that is still accurate now in June 2023.
Armor sets for Detection Radius Reduction:
Vesture of Darloc Brae @ 4 pieces gives -2m
Night Terror @ 3 piece gives -2m
Night Mother's Embrace @ 5 pieces gives -2m
Passive stealth improvements include:
Khajiit passive gives -3m
CP Out of Sight gives -3m
Medium Armor Improved Sneak Passive -35% detection radius ( -3m?)
If you used all of the above you could achieve an impressive -15m reduction!!. But is this "enough", "not enough", too much, etc? At what point should we simply stop stacking these effects?
NOTE: Positioning also seems to offer a huge bonus when approaching an NPC from behind.
