Very long and bright line - what Arcanist skill is it ?

Yesterday, I was briefly at the Vulkhel Guard wayshrine, and noticed someone had used a skill which creates a long, straight and very bright horizontal line that was roughly at waist height, and this one extended from the low wall on one side of the wayshrine all the way to the hedge on the other side of it. It's probably the worst thing I've ever seen in the game. Is it one of the new Arcanist skills ?
