Would using a lightning staff with an ice weapon damage glyph cause brittle & concussion to an enemy?

No. You have to be wielding the associated staff. Ice damage causes chill, ice damage with ice staff currently held causes brittle.

Standardized the chance an ability has to apply a secondary effect, such as burning, chilled, or concussed. These chances are:

    Weapon enchants 20%
    Single Target Direct Damage 10%
Area of Effect Direct Damage 5%
Single Target Damage over Time 3%
Area of Effect Damage over Time 1%
    Light and Heavy Attacks 0%

    Slightly misphrased.

Concussion (which causes Minor Vulnerability) comes from shock damage, Chill (which I think causes Minor Maim these days) comes from ice damage, and so on. However, if and only if you're holding an ice staff, then Chill also causes Minor Brittle. There's no parallel to that extra effect for Concussion.

Thank you. I did realize later on I should’ve mentioned that ice damage with ice staff also causes chill (also that it’s not 100% chance) but didn’t for the sake of simplicity. My understanding is the lightning parallel to brittle is off-balance, obtained through wall of the elements with lightning equipped.

I wouldn't draw the parallel that way, since all 3 elements have an extra benefit from having the status effect match Wall of Elements. You mentioned the the lightning one. The fire one is extra Burning damage, I believe. The ice/Chill one was recently changed, I think from a root to a slow.

Ice staffs just have extra benefits to try to make up for their lack of general damage passives, such as Minor Brittle or the damage shields, or for that matter the Warden-specific general damage.

Off balance than be achieved with many skills/sets outside of lightning staff or even lightning damage in general. Concossion is lightning exclusive debuff not attached to lightning staff, though using lightning staff skills increase the chance to be apply concussion.
