You could try looking up adjectives. Finding some you like and matching it with a name.
Like a couple of my characters:
Exalted Elijah
Proud Primrose
Or you could do
<name> of <whatever>
Or
<name> the <adjective/whatever>
Here's some of my long deleted characters, if you want to use these.
Nidoqueen (Argonian, blue skin)
Doctor Killfinger (was a High Elf, could work for anyone)
One-Eyed Pete (yellow Argonian, named after a toy dinosaur I had that lost the paint on one eye)
Angel leFey (Orc mageplar healer, would also work for a breton. Was originally meant to be called Black Rose)
Sweet Troll (my attempt at a cute Orc)
Bean'Sidhe (vampire nightblade Breton)
Oriana The Wild (warden, High Elf, but would work with any race)
Taurus Weiss-Helm (elderly Nord)
I've been using Native American names for most of my characters. Settled on Qaletaqa Takoda for my latest. Qaletaqa means guardian of the people and Takoda means friend to all.
I was kicking around using Jacy Istu meaning the moon sugar.

The lore section has all names of previous ES games listed. You can learn about names and naming conventions there, too.
I never had a problem with naming my characters. Only thing is, you need to decide on a name before you start the creation process, because you can get logged out if you ponder on a name for too long. ☝️
Same as Zodiarkslayer - I take a look (for one or two hours...) at the UESP lists. And even if I don't end up with names on that list, I get a decent overview of how names from that culture should feel, or sound.
A few approaches I've used if the name I wanted was taken on the first try are:
Add or remove a last name (or a first name).
Add a title or nickname like "the wanderer' or 'frostcleaver'
Change the spelling, if it wouldn't mess up the name.
Add (or remove) accents if it doesn't mess up the pronunciation too much.
Use synonyms or translate part or all of the name into different languages.
Look up real names with the same meaning from different languages.
Of course those won't all work for all names but between those options I've always been able to find something that's available.
In my case I think it helps that a lot of that is part of the process I go through when coming up with names anyway. I like them to mean something, even if I don't expect anyone else to get it, and I also like them to look and sound nice to me so I'll often play around with languages, variant names, synonyms etc. to find ones which fit and often end up with a few different options I can try.
