So I'm after a mag temp set up, usable in actual 4 man vet content. I'm not after dummy humping set ups or trials set ups as I tend to pug alot so can't guarantee healers etc.
I have loads different sets etc I just havnt done PVE in a long time.

There are tons of possibilities to do so. A quite simple and cheap, but nonetheless effective setup for example is:

5x julianos, 5x mother's sorrow, paired with any offensive monster set. (You can swap either or even both sets for better options if you have them of course. You can also swap the 2 pc monster for a mythic.)

For weapons use either daggers (precise/charged with fire and some second enchant) or firestaff (precise with fire) frontbar and fire/lightning backbar (infused and weapon damage enchant). All armor divines, thief mundus.

Your bars could look something like that:
front: blazing spear, purifying light, jabs, beam, inner light, shooting star.
back: unstable wall, solar barrage, 3 flex spots (for different buffs or some more DoT, you can also put a gap closer here as well as any defensive option), any damage ulti you like

As said before, this build is nothing special but can easily adapted to fit your likings and is still able to melt anything you'll meet inside dungeons.

Overland difficulty scaling is desperately needed. 9 years. 6 paid expansions. 24 DLCs. 40 game changing updates including One Tamriel, an overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver & Gold as a "you think you do but you don't" - tier deflection to any criticism regarding the lack of overland difficulty in the game. I'm bored of dungeons, I'm bored of trials; make a personal difficulty slider for overland. It's not that hard.

This is the build I have for MagPlar.
It needs work, could be better but I only use it for the rando normal daily.

    https://en.uesp.net/wiki/Special:EsoBuildEditor?id=522392

Could be a base for you to build upon.

In that case definitely swap out julianos. Minor slayer is definitely something you want to use when doing 4-man-content.

Otherwise it's hard to tell without knowledge about the sets you have access to.

So, that's some options you have

If you don't mind LA weaving you could try this:

    5x rele (armor+frontbar)
    5x nirn (jewelry+backbar)
    2x any dps-styled monster

If you do your setup like this you can incorporate an additional mythic in your build (harpooners for example)

My concern with 2 medium sets would be mag sustain, crit and pen being low..am I wrong?

It really depends on group unfortunately, but no you're not completely wrong.

For sustain, as you don't go for scorepushing or lengthy trials, you can either stay with magicka regeneration on some jewelry (that will cost quite some dps tho) or you just incorporate the occassional heavy attack.

Pen and crit will always be problematic in PuGs, you're right with that.

I would nonetheless give it a try, as you already own rele. If it doesn't work out for you swap it for sioria.

Puncturing Sweeps, ExtRitual, Rune and maybe Purifying Light and you are ready for 3dd runs. Aim for 26k HP and 20k resistances with active Rune.

And you can always check any of vMA builds to get some ideas how to DPS + survive at the same time.

you could body Depths instead of Rele, if you wanted. Light set, so regen and pen, also does better on aoe fights than Rele

@Syiccal I play like this in veteran dungeons and SOLO on WBs:
    https://en.uesp.net/wiki/Special:EsoBuildData?id=452592

This is a Boss Burner. It is the most flexible setup, that can help you anywhere, anytime. Note that it does not include typical VetDung Buffs like Maj Courage or Min Berserk.

I can swap abilities in and out, as I need them.
If the tank brings Min/Maj Breach I'll obviously drop Caltrops and PotL for Blazing Spear and Solar Barrage. Sometimes Deadly Cloak and Rending Slashes are frontbar options, too.

I think the key is the Dual Wield frontbar and the high Spell Damage, that you can cheese from it. Sustain is no issue. Orders Wrath is way more flexible than proc sets or trial sets.
If anyone here says: OH! But, PVP! I swear I'll ...

Thank you for the valuable input and respectfully recommend to discuss that aspect of ESO on the PVP forum.

Orders Wrath is a must for Templar in my opinion, so maybe that with Grothdars for the aoe, chuck Solar Barrage on as well. Then back bar set is up to you. Probably one of Markyn, Mora's or Sea Serpent's for the mythic and one piece Trainee. Maybe even Slimecraw if you have Mora's and just go mental on crit chance.

Backbar probably Pariah or a good proc set, Clever Alchemist or something like that. There are probably better sets than those two though, just can't think of any at the moment.
