This quest cannot be completed because First Mate Jalan is unreachable, seems to be too close to a door to The Winsome Lass.

sPark101✭✭✭✭Well after trying several times without any luck I came back 9 hours later and the First Mate Jalan was sitting on the floor instead of pounding on the door and was interactable so I was able to continue the quest.
Basically, if he's pounding on the door the quest is broke but if he's sitting down it's ok.
