Is freeing Velyn Harbor account-wide?

My apologies if this has been answered before. I'm a new player and have not been able to find the answer by searching these forums.

If one of my characters frees Velyn Harbor from Drublog and Redguard invaders, will that make the town friendly to all my alts? Or will they each have to do the quest chain to be able to turn the town friendly to each of them, over and over?

    Velyn Harbor and other similar content are character based.

    Some people with criminal tendencies will never free the town so that the guards don't spawn.
