There are mythics considered meta like sea-serpent in pvp and kilt in pve, mythics that still have their uses and niches and then there is this thing that actively makes your build worse if you want to use it:
Why is its proc condition so stringent? When it's pretty much the same as another set, mad tinkerer, that nobody would consider strong.
At the very least remove the consecutive part so people can weave skills, but honestly I would also remove the melee requirement and give the proc itself the same range as mad tinkerer.
Would it make it meta? Not even close, but would it make it useable and a fun option with a cool looking proc? Yes.
Balanced by people with no prior gamedev experience, couldn't fix performance issues in a decade, can't code a real matchmaking algorithm to save their lives, more maintenance downtime than all the other MMOs put together, more bugs introduced than bugs fixed every big patch, same stagnant combat for years.
