Brightness Flicker (not vsync related)

Ryzen 5800x3d, RTX 4090, 32gb Ram, running on SSD/windows 11
Using DLSS/DLAA i get textures flickering brighter when i turn my camera on the game. If im sitting still its fine soon as i go to run or move camera its like the pixels brighten up. Any idea whats going on? Drivers are updated, not using any addons. Can post more info if needed no idea if i can get a video of it doing it or not

it more so seems when moving it over sharpens the image. video doesnt show it as well as it does on my end, i can only record at 60fps where as my screen is 120hz
there was a post a long time ago about DLSS having the issue and some file that was being put into place of it
