Status effects are procs and won’t proc other procs.

To clarify:

Sundered, for example, is procced by physical damage and then in turn applies Minor Breach. If that procced SitS, that would be a proc proccing a proc.

But if you cast Power of the Light, which is a skill that applies Minor Breach as a utility effect, then that should proc SitS.
