So I have gotten a ton of set items in the game and I just don't understand how their drops work. Do certain sets drop at certain levels? Or is it based on the land area you are in? I have not been able to determine how this works, please help someone.

Dropped sets (I believe they are referred to as "world sets" in the game) are dropped randomly, like any other loot. You can get it off trash or you can get it off a world boss/dungeon boss.
As far as I have seen, the sets are green within a range of levels, and then if you get the set piece at the top of its level range, it is a blue.
For example, the robes of the sun set drops from ~33-38. So a 33, 34, 35, 36, or 37 piece would be green. A 38 dropped piece would be blue, with the same set bonus.
I think I saw somewhere that sets recur in vet zones, but I'm not positive about that.
I recieved set items of the same set in two different zones, so it has to depend on level. Maybe i'm total wrong and haven't noticed the loot correct but i don't think so.

Depends on the drop, Recipes and motifs seem to drop at random and by your current level. It also seems that the higher level areas carry higher level items. i saw a bunch of 5 set pieces in my 20-30 area, but only 3 piece in the area before. but you know no sense hope for a drop that might not happen. That's why I always check the stores before the end of the day.
Actually you can get these set pieces out of chests that come from Treasure Maps. I got a level 28 Armor of Rage Helm in Rivenspire last night. I want to say it was Treasure map VI but can't remember. Killing mobs is optional
Mini-bosses often drop pieces of these sets also. I have gotten several of them from the boss at the end of solo dungeons or some shithole cave I dove into...good place to farm soul gems too...
loot level drops are by level of mob and or chest. Doubt anyone has tracked patterns yet, but what I have observed is loot will then be:
1. Normal Item with or without trait
2. #1 Improved with enchant becoming X item of X (enchant)
3. Named item with all of #2 (Sets are of this group)
I believe conditions affect the quality because I have seen purples drop off uninspiring mobs and boss drop squat. I also tend to see many of the same set pieces... perhaps by my skills?
This is by no means a comprehensive comment on loot tables, just some observations.
The drops on set items are completely random with two limiting factors, one is the type of gear (Certain dropped sets can only be dropped on certain gear slots) And the second is the level of the mobs killed, as all of the dropped sets have a minimum and maximum level that they can be spawned on, with a few of the sets making a reappearance in veteran ranks.
There are also crafted sets which you must have a certain number of traits researched on a gear slot to craft that gear slot as a set piece, at the crafting station which crafts that set.. they're found throughout the world in each of the zones so you have to look at them, but that works much like crafting with the exception of crafting the specific set, all of the crafted sets being different from the dropped sets.
