I've been away for a while and want to do a new charater. I'm not a meta chaser and just want to have fun. Which character would be more interesting mechanically, visually, etc?

Since the hybridization, skills scale from whichever is higher, so players can pick the best morphs for their builds. So its no longer mag vs stam, but which purpose a build would serve.
Khajiit is a good hybrid race, along with dunmer.
Argonian race is not so good, as in many cases (like when doing normal dungeons) you would not run out of resources.

Go for the Magicka Necromancer build first, build it towards doing decent enough damage that you don't feel carried in veteran dungeon content. This way you will learn how to heal properly, too, since efficient healing is very similar to efficient damage parsing, for when you want to build healers later on. This is where you will get the most experience in the shortest time out of the two options you gave.
Also playing as a Damage Dealer in dungeons helps you understand what efficient healing versus inefficient healing looks and feels like, what efficient tanking versus inefficient tanking looks and feels like, and you will learn by observing what sort of playstyles works for the greater good of the group, and what sort of playstyles force everyone else to work that much harder to clear the content.
Also, just realised you didn't specify whether you want to play PVE or PVP, the answer above is tailored towards the assumption you meant for PVE.

Necro probably more interesting mechanically since it has the corpse generation-corpse consumption mechanic. DK is more like... prebuff and then everything is on fire.

But still DK can do a lot more than a Necro, with much less effort.
And Khajiit is arguably a better race.
Secret third option; wait to see more about Arcanist first before deciding. That is what I am doing. It would suck to get stuck in with a character, only to have to ditch them for the new class if you end up liking it.

Hard to go wrong with a Khajit DK. NB Khajit is also a great alternative. They make great characters either way.
I've tried to make a few NightBlades over the years, but something just hasn't clicked with me on them. Something kinda felt clunky.
Ok, so the thing about these races is they 'plug-in' to NB Class in different ways. The Khajit has extra crit dmg, so that ties in with NB crits buffs, Argonian passives are friendly to NBs with the potion bonus itself being ripped from the NB Class, replaced with something far weaker.
So they tie in, however NB is also something you have to kind of have a feel for and build around anything missing.

I vote for the Argonian Necromancer. Cool back story could be something like them having a natural affinity for necromancy amongst all the rot and decay of the swamps.
Can't go wrong either way, but really, with a khajiit as a candidate, is it not obvious?

Come visit Karth's Glitter Box, Khajiit's home. Fully stocked guild hall done in sleek Khajiit stylings, with Grand Master Stations, Transmute, Scribing, Trial Dummies, etc. Also has 2 full bowling alleys, nightclub, and floating maze over Wrothgar.(Pariah's Pinacle)

With the Argonian passives you could end up making a fantastic healer with a Necromancer. Not my cup of tea, but my main healer is an Argonian Magplar who laughs at the typical resurrection delay in PVP. (Yeah, Necro's have that res that kinda defeats the purpose of the res speed buff, but not popping an ult to res quickly is an advantage IMO. Allows for more tactical use vs oh crap use)

DKs are overpowered, oversimplified, and oversaturate Tamriel these days. Easy mode class.
MagCro is more challenging & unique. Has more opportunity for you to create your own build solutions & playing style. More room to grow and refine your toon in a more original & distinctive way.
