Do shields like Barrier scale with the resistances of the caster or the target?

In other words, if i use barrier with a character with high resistances, will it protect my team more than if i used it with a character with no resistances?

Correct, Damage Shields do scale with the shielded's resistances. This also applies in this case. Barrier would scale off of each individual's resistances.1 -

That is also wrong. Shields scale off the higher of your Max Magicka or Max Stamina. Although some shields scale off Max Health, and it will be stated in the tooltip in that case.
They do not scale with the target, but with the caster (unless stated otherwise, like in sets).0 -

That is also wrong. Shields scale off the higher of your Max Magicka or Max Stamina. Although some shields scale off Max Health, and it will be stated in the tooltip in that case.

Shields don't "scale" with resistances. They take resistances into account when taking damage. And the take the resistance of the player with the shield on them into account.
If Player A casts a shield on Player B. Player B gets a shield, whose size is scaled to reflect the stats of Player A, and when taking damage, Player B's resistances are taken into account.
For example:
Player A casts a 10K Ward Ally on themselves and Player B. Player A has 17K resistances, Player B 32K resistances.
Both Player A and Player B will have a 10K shield (ignoring special skill tooltip scaling), based on the stats of Player A casting the shield.
Player B's shield, however, will take less damage than Player A's, because Player B has more resistances.4 -

Damage shields do take resistances into account. It was changed when ZoS removed crit resistance from shields. Now shields can take critical dmg but they have resistances of the shielded person.
