Target markers won't turn off- from an addon or broken setting?

Maintenance for the week of February 24:

I thought it was beam me up or Toxic players showing this box icon on random players but I've disabled both, along with disabling target markers in settings and they still show up. Anyone have any idea where it's coming from and how to make this junk go away?

    those target markers like the blue box are built into the base ESO game, i think since U36 at least

    (on pc) you apply them by holding tab and using the wheel to select a marker (if you have your reticle targeting something it applies the marker to the target, if you are not targeting anything you apply the marker to yourself)

    if you had a screenshot it might be helpful to confirm if this is indeed one of the built-in target markers

    i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (in progress being filled out), as well as almost every antiquity furnishing on display to preview them

    Simple test:
    DISABLE ALL ADDONS via that simple checkbox above the addons, and then test if you still see those markers.
    If not: It was an addon.
    Find out which of your before enabled addons got target marker features and turn that addon of (read the descriptions of your addons, they should tell you which got to do with target markers).

    If yes: It's a vanilla UI thing (which I'm not aware of that happens somehow without using the TAB key long press and select one marker on an enemy or yourself),

    I know what they are, and it is the icon from target markers, but I disabled them, it still shows up. I even removed the marker while the setting was on and it shows up again right after it disappeared.
