In seriousness, they just converted things that already existed into style pages. The broom and bucket pre-dates even the Jesters Festival and was sold in the crown store under the category "Pay to Lose" on ESOs 2017 AFD. They were level 1 items, though they could be improved (or maybe they were already legendary gold items) and enchanted. They may have been the cheapest things ever in the Crown Store at 50 Crowns each.
