I mean, those people could also be experiencing false positives based on not recognizing where they got the fragment from. Or trolling to get people to do something pointless.
It really is easy to test, you can earn 7 purple boxes per character per day I think. So, 18 characters means 378 boxes through the end of the event from today. Do that if you reallllly want to try for a scrap that isn't going to drop. It's entirely within a players means to farm the purple boxes if they really don't believe the official news article, or the statements from zos on the forums, or the statements from the majority of people's experience in the game.

the only reason i would consider spending ticket on the scraps is because the "fragment" stuff i can catch back up on during the anniversary event
