So a few days ago I was running this quest in Alik'r and I couldn't complete it because in the portal room infinite Dominion soldiers were spawning and being farmed by a roomful of exploiters. After fighting for long enough to realize that I couldn't progress the quest, I went away and did other stuff.

I came back to the quest this morning to see if it had been fixed. Lo and behold, the portal chamber was empty of everything but Lady Laurent, and my quest told me to talk to her. So yay, the quest is fixed! Nope, she's bugged and you can't talk to her. The quest is still broken, just in a different way.

I tried /reloadui, I tried relogging, and I tried abandoning the quest and running it again until I got to the same point. None of it worked, and it was bugged for the other players who I saw get to that point too.
