In my main game, we can change hair colors any time with a kit we regularly get as drop or can purchase in store. My experience is that I have tons of them at bank but never use them.

That and scrap the race hair colour restrictions in character creator, there is no need for them.

Yes, but only as long as it only allows for natural hair colors. The racial restrictions should remain in place of course to preserve the Elder Scrolls look and feel.

One way to do it could be to add a cheaper token with fewer options. I know some other games do that, they have cheaper options for just changing your hair or just your face sliders or whatever, then a 'full makeover' option and then things like race or class change which cost the most.

But considering there's also packs which unlock things like hair styles, face markings, body markings etc. in the collections menu and then they can be swapped out whenever a hair colour pack would be a good option in keeping with what ESO already does.

Yes, but only if it worked like the "hair pack" or "skin pack" that were available during character creation.
You can buy it in crown store, but there are still racial limitations (For example, you can not equip Khajiit fur pattern on an Argonian character or Argonian Scale pattern on an Orc).

So it would be a "Hair tone pack", so you could chose different hair colours, but only amongst the ones that were available to you during character creation for each specific race. (You can chose blue Argonian feathers, but if you are a Dunmer you can not - only the ones that are available for Dunmers during character creation).

Yes, of course we all want it, but I highly doubt we'll ever get it. The powers that be would rather we pay for that option!

What I really want is the missing hair (and especially skin/eye) colors that NPCs of a given race can have but players can't.

Everyone points to Leythen as an example of an Altmer with dark hair. But he's not the only one - we can also see that less-relevant NPCs have unavailable haircolors (like Trynhild Earth-Turner has a shade of red hair that playable Nord characters don't have access to).

There are also examples of NPCs with unplayable eyecolors (the guild trader Erwurlde in Mournhold has a blue eyecolor that playable Altmer can't get) or even skintones (Brulak outside of Morkul Stronghold, Grushbub in Vulkwasten, and Captain Graalug at the Bangkorai gate all have a more saturated green skin while playable Orcs only have grey and brown tones).

At the very least, I wish we could get those 'unplayable' tones available. Those aren't collectibles, but I'd drop crowns on an Appearance token right away if they let my main get the rich green skin he's supposed to have.

...especially since there are a lot of people who will want to make a new character come June...

The character creation screen generally does not have great lighting. I remember that Summerset's was particularly bad and I had to recreate a character several times after I got out into sunlight and could see what color her hair actually was.

I'd also like the option to change the metal colors of the adornments. As it is right now, adornments are colored by which hair color you choose. *sigh*
