Unfortunately most of the tassets and front/back flaps are attached to the chest pieces. So making them hidable might be fairly complex to do. Some have thought they might be better attached to belts, but that requires a lot of work by the armor design team.
I find the tassets and other flappy things abhorent, but it might be too late to change the older chests. But they could AT LEAST stop adding them to new armors!
I've seen in previous threads that the functionality to hide tassets already exists in the game. It's just not turned on. So, it is quite doable.

THe problem is the hide shoulders feature will hide the entire piece of armor. What you are asking for would only hide a portion of the piece of armor. I think that would require creating a new armor piece with the tassets removed. They couldn't just replace the old armor with the new because some players may like the way they look now.
