Blood mist and Dashing proc sets

Blood mist is listed as a dashing skill. Since it does damage instantly with the damage/heal AOE it should proc the sets that work with that: Tormentors, unleashed, rushing agony, etc. But it doesn't. Is this intentional or a bug?

✭Isn't Dashing a new term for ESO? I don't think it uses that word on any of the sets you mentioned.0 -
K9002✭✭✭✭✭Tormentor says that the skill has to deliver a direct damage impact. Blood Mist doesn't have a direct damage component, it's a DoT that starts on landing. If you have floating damage numbers, darker numbers are DoTs.
It could also have to do with the new Blood Mist being a copy of Streak, and in the Greymoor patch Streak was specifically excluded from the list of abilities that can trigger Tormentor:
