It does alter what you hear at Character Selection, but not the initial log in screen where you choose servers etc, that can't be changed, that might be what OP wants.
I haven't heard Necrom's theme yet, is it really that bad? Cause I haven't been enjoying High Isle's at all because of the vocals.

Not the greatest, but at least there's no emphasis on a gibberish language. Still why does this alteration of the classic Elder Scrolls theme scream Pirates of the Caribbean?
The startup music setting is persistent, too: it won't change even after a new chapter startup theme is added. As Led Zep said, "The song remains the same", but the image changes
