No one has been talking about this build so I figured I'd share because its group support in super easy mode especially in vet dungeons with 3 other DPS.

You could have an easy access to most Oaken's buffs as a Templar, use SPC and Yolnakrin, or some other support set for full party buff, instead of buffing just yourself, and clear dungeons way faster.
No source of major breach, no cc. I'd suggest dropping PoTL and using caltrops instead to provide both - if your stam sustain can handle it. Maybe change ultimate to DB (+3% FG dmg passive & FG ult gen passive) or, maybe if circumstance warranted it, shooting star (for trash mobs & faster ult recovery therefrom; also some superfluous mag regen and mag boost from MG passives). 3-dd run implies competent DD's so barrier would be niche and I can't see how you'd need the extra mag regen from alliance passive with the HAs (you'd still get +10% anyway from the Blinding Flare which I assume is slotted for 10% dmg mitigation), particularly from a resto staff with cycle of life passive. Might suggest switching out domihaus for bloodspawn (stam regen) and, maybe, putting a crusher glyph on the staff, too. If struggling with resources (stam I imagine), maybe the psijic Introspection (5k shield from passives, too) skill - if it proves workable then perhaps change one or more of the jewel glyphs to dmg.
But seems to me it would be best going with 4-dd with either all kiting or 1 with taunt.
if any role in the game doesn't need oakensoul, it's probably tank.
this build is just the inverse of an oaken build, it's all the wrong armor pieces on all the wrong armor slots.
If you were to build an oaken tank for PVE, you would probably be building for survivability with selfish/sustain sets, you wouldn't be building for damage.
A build like this is good within it's limits. That should be understood. Since the main feature is heavy attacks, you won't be blocking too much or you lose the point of the build. That puts a cap on the content difficulty where it will work well. With that said, I have no idea what the naysayers are on about. I would say a build like this shines in normal dungeons and some of the easier vet dungeons, but not hard mode DLC vet dungeons. As a build that tanks, heals and does damage, possibly with PUGs having a wide breadth of group skill, I applaud this build idea.

Thanks for the comments, it wasn't built for damage (even thou it does damage) its missing out on about 8k pen so damage won't be high but what is high is the heal from HA.
I run this with my own group, one of the DPS uses Elemental Suspect. for the Major Breach, free cost. Running this with your own group allows you to bring other things you might be missing. There are some skills that can be swapped out for extra support depending on content, you wouldnt always run this bar for all content as you wouldnt for a two bar builds, it needs to be adjusted for the content and the group you're in, barrier for example helps with vet pug groups.
This build is overkill for normal dungeons, I dont use it for that but its different and I have found it works surprisingly well for tri achievement clears.
