It's a combination of a large population of players not running impen plus nightblades being able to capitalize on that and having high crit modifiers. It's really healthy offering that needs to be looked at as far as healing goes. Everyone who runs resolving vigor is also tankier, due to the addition of minor resolve to it, and pretty much everyone runs the ability.
