Instances like those in the video above have been happening to me constantly on PC NA over the past few months. Melee range abilities are incredibly unreliable, frequently giving you the "out of range" target notification when you are visibly standing within a meter of your target. AOE ults, especially dawnbreaker, have been missing targets that are CLEARLY in their radius.

Are there any plans to address this soon? Is this something that will be improved by the first chunk of the "code rewrite" that we're expecting in the Q2 chapter? I truly have never seen locational desync as bad as it is now, even pre-server upgrade. It is making gameplay feel unreasonably clunky.

If this is something that cannot be addressed, perhaps it would be worthwhile to consider globally buffing the range of the 5 meter melee abilities to 7 meters, and increasing the radius of dawnbreaker/tether/crescent/similar ults (or simply removing the cast times from the offensive ults - this would probably instantly solve the majority of issues with them missing)

    The above in particular is extremely frustrating, especially when procs from other skills or sets depend on getting your attacks to consistently connect, or if it's melee taunt that won't apply on a dangerous target and so on. I really hope this is on their radar and part of their rewrite plans.
