In fact many of these skills SCALE UP as the HEALTH LOWERS. I'll explain.
So in your example you said reverse slash deals 300% extra damage when the target is below 50% health. This is not correct. It scales up to 300% extra damage as their health drops from 50% to 0%. That is to say at 50% health it deals 0% extra damage and at 0% health it deals 300% extra damage. And it scales linearly between that range (assuming the range goes fully to 0%, I've never actually tested this). This is the reason most players don't start using executes until the target is around the 38%-35% hp range because in most cases it won't deal more damage than their hardest hitting spammable until that point.
Now not ALL skills work this way. For example the mag version of the nightblade execute Killer's Blade deal
a flat 330% extra damage to any target that is below 25% hp regardless of the exact hp percent they are at.
Long-story-short you really need to read all the subtle details and sometimes experiment to find out exactly what will happen. Hopefully this will clear some things up though.

The stam nightblade execute recently was reworked to scale similarly to the 2 handed executioner skill. As it is it's very strong. It deals plenty of damage and has lots of nice passives to go with it. The mag version is okay in certain niche situations and it has a long range which makes it easier to use. But I've found in PvP the travel time plus the smaller execution window makes it VERY hard to land. For PvE it seems fine on paper but I'll leave that up to others to decide. I think DKs and Wardens also have PLENTY of of power right now so let's not poke that bear Necromancers... yeah I'll agree they could use some love. Also speaking of things that need love.... Poison Injection seems next to useless to me so if you wanted to rally behind anything I'd say that's the one.

3. Assassin's Blade: Thrust a magic blade with lethal precision to stab an enemy, dealing [1498 / 1514 / 1530 / 1548] Magic Damage. Deals 300% more damage to enemies below 25% Health.
In this case "below" means if the boss or enemy player's health bar shows 24% or less, they will take 300% extra damage. If the health bar is at 25% or higher percentages, they will not.
3. Poison Injection: Shoot an arrow coated in Baandari poison at an enemy, dealing 1549 Poison Damage and an additional 4672 Poison Damage over 20 seconds. Deals up to [105 / 110 / 115 / 120]% more damage to enemies under 50% Health.
In this case, "under" means if the boss or enemy player's health bar shows 49% or less, they will take extra damage. If the health bar is at 50% or higher percentages, they will not.

This boss is at 57% HP and so is not in execute range.
This boss is below 50% HP and is in execute range for some skills. If your execute requires less than/below/under 25% HP to take effect, you need to wait.
So there is a bit of a misunderstanding here that I wanted to clarify as it might be the source of confusion for both yourself and the OP.
In fact many of these skills SCALE UP as the HEALTH LOWERS. I'll explain.
So in your example you said reverse slash deals 300% extra damage when the target is below 50% health. This is not correct. It scales up to 300% extra damage as their health drops from 50% to 0%. That is to say at 50% health it deals 0% extra damage and at 0% health it deals 300% extra damage. And it scales linearly between that range (assuming the range goes fully to 0%, I've never actually tested this). This is the reason most players don't start using executes until the target is around the 38%-35% hp range because in most cases it won't deal more damage than their hardest hitting spammable until that point.
Now not ALL skills work this way. For example the mag version of the nightblade execute Killer's Blade deal
a flat 330% extra damage to any target that is below 25% hp regardless of the exact hp percent they are at.
Long-story-short you really need to read all the subtle details and sometimes experiment to find out exactly what will happen. Hopefully this will clear some things up though.
I feel NB both execute skill need to be rework for sure and wish necromancer and Sorcerer and DK and warden have a execute skill too
The stam nightblade execute recently was reworked to scale similarly to the 2 handed executioner skill. As it is it's very strong. It deals plenty of damage and has lots of nice passives to go with it. The mag version is okay in certain niche situations and it has a long range which makes it easier to use. But I've found in PvP the travel time plus the smaller execution window makes it VERY hard to land. For PvE it seems fine on paper but I'll leave that up to others to decide. I think DKs and Wardens also have PLENTY of of power right now so let's not poke that bear Necromancers... yeah I'll agree they could use some love. Also speaking of things that need love.... Poison Injection seems next to useless to me so if you wanted to rally behind anything I'd say that's the one.
