This is less of a bug and more of a dysfunctional design issue. The line between the outer water ring and the land on the Taleria fight has a small, invisible barrier that you have to hop over to reliably get out of the water. It's not consistently present and appears to just be scattered artifacts around the ring, likely based on textural issues. It greatly impedes your ability to effectively do the content and can potentially cause a lot of deaths if a player becomes stuck in the water.

This seems like an issue that could be effectively repaired during the PTS cycle we're currently in.
