Daedric Squirrel?

Yesterday I was out roaming around The Rift when I notice the Oblivion symbol pop up on my compass. So naturally I follwed it. The symbol lead to
a group of trees near where the Riften Dolmen is located. As I looked around I noticed a squirrel with the same Oblivion symbol only way smaller.
Before I could get a screenshot of it a tiger attacked and the squirrel died in all the excitement, thus removing the symbol.
A friend of mine did some research on this and found it to be some type of "player ping mark". In the 9 I have been playing ESO I have never seen this.
What is a "player ping mark" and why am I starting to see them now after 9 years of playing ESO?
