Do racial skills scale based on level?

Do the racial passives scale based on character level? The Nord's passive Rugged says it adds 6 armor when you put 3 points into it, but that seems negligible compared to what your armor would be at level 50 or above. Does anyone have a rundown of all the racial passives at level 50 or above for comparison?

They scale.
At 28 dunmer flame resist(2/3 points) is 588.

At VR1 nord frost resist is 1575(3 points). Rugged(armor) says 100 but since I wear heavy I dont have points in it.

At 37 first point in resist affliction(bosmer poison/disease) gives 277.

Percentage based ones dont change from what they say.

The whole point is that Racials give a slight advantage, you don't want people locked into specific races for specific builds, and everything else being useless.
