Well removing armor and weapons would be boring, no cp and just punching things naked. Not my idea of a fun even if it makes thing slightly harder. There needs to be some balance of fun and hard.

Pretty sure I read somewhere monsters and world bosses only scale up to CP 160 so after that, you grow but the enemies don't

Yeah this makes sense.
Same reason why now dungeons like vet fungal grotto are just so damn easy where new DLC dungeons still pose a threat, simply because the old dungeons are still scaled to old vet ranks, max 160CP where new dungeons are scaled higher.
Not really. I did a test after CP 2.0's release by doing vMA with no CP slotted and was able to do it with little problem. Remove your set bonuses and use white gear, or even go gearless, and you'll amp up the "difficulty". In reality everything just becomes a bullet sponge with the same attack patterns so it's not necessarily more engaging as a result.
