No credit for rescuing citizens in Lifeblood of the Empire

I thought it was me but today has been the worst.
I'm in EU CP IC and doing the Life Blood of the Empire quest and I'm not getting credit for rescuing citizens. I'm the only one there and this is hardly my first rodeo in IC. I free the citizen but no tally message comes up.
Really annoying and yet another broken thing in IC

were you killing the mobs in the arena district to free them or interacting with the hostage npc? it shouldnt matter for credit but if your having an issue maybe could be part of it?

when i do this one im usually just lazy and hang out on the tower and kill the mobs near the npc to get the credit lol

Exactly what I do on AD in arena. Kill the guards and the citizens escape or shade down and free them if unattended.

In both cases I have not got full or any credit for releasing them. It's not like its so tedious to stay and do more, but it's an alert that something is going wrong somewhere.

i dont recall there being an issue doing this the last time i did it was the week before christmas, i finished the weekly endeavor of kill IC bosses and always grab that quest when i go there lol

I didn't notice at first because I generally kill ots up there but pop has been small so I'm seeing the alerts pop unhindered and undistracted. I'm watching two citizens run away while only one is credited in the alert and the quest text.

using snipe i think there are 3 mobs in range of the AD tower that have the hostages

one on the side with the door, one in the opposite side of that down in that pit, and then one on the side facing the arena

the ones in the pit and near the door pretty much always worked properly for me, the one thats along the side of the arena you can snipe the npcs and free the hostage but that one doesnt count, i think its because you are too far away from it or something (it works if your closer to it though like on the ground)

Been doing that for years. I am particularly referring to the ones in the pit and by the door. The far wall one I occasionally go and free on the ground by shade but even that doesn't give credit on occasion. I do not expect credit when I kill the guards at a distance there.

BTW this is a recent development. November at the earliest.

hmm that is unusual, since im not there all the time, the most recent i was really in IC was the week before christmas (approximately 3 weeks ago)

i grabbed that quest and wasnt noticing any issues, because i was camping the tower while waiting for the arena boss to spawn (weekly endeavor for killing IC bosses) and was getting credit for the hostages in the pit and by the middle door like usual

the only times i notice when there are sometimes issues is when all the guards are not spawned, like in the pit there are 2 daedra jeering (one mage, and one melee) on the 2 hostages punching each other, sometimes there is an issue if only 1 of those 2 guards is spawned (such as the mage being dead and the melee one being alive)
