If it true, then ZOS did wrong rigging work. Maybe, something wrong with
facial joint hierarchy, or simply skin weight is wrong.

Eyelid bone rotate pivot should be center of eyeball, otherwise eyelid can't close properly.

The issue with ember is she uses the cosmetic eyes ZOS has begun putting out. For those interested, the character eyes are just orbs in their head and the new eyes, the solid blue/green ones and the yellow ones ember uses are just slightly bigger orbs put over to them, like really big contact lenses. The issue is the eyelids are only so thick so these extra large covers poke out, the only thing for ZOS to do would either be to disable the player's normal eyes when the cosmetics are in use so they can be shrunk, or to change the base eye texture, but for whatever reason neither of those options were used, so here we are.
