CPU Utilisation at 10%

As title, I seem to only have cpu at 10%, which i find abnormal?
Specs:
gt650m
i7 3820 qm
16Gb Ram
windows 8.1 64 bit
I understand that it only uses 4Gb ram as its a 32 bit client, but puzzled that it only using 10 % CPU
Any help appreciated!!

D34thly✭✭Are you having bad fps? ESO hits my CPU for around 20% and hits core 6 at like 100% and rest are under 5-20%. If your not having bad FPS and your GPU is getting good % usage I'd say whats the problem?

chrislochoSoul ShrivenWell I'd say its just under what I'd want, 50-59 in some enclosed areas, but down to ~23 in a city, average of 25~40 in combat, depending on occasion.
Thats why I wanted to get it bumped up just a tiny bit hope it helps the fps :P
set subsampling to medium turns it to 50 fps, which is good, but hurts my eyes how 'pixley' it is :S0 -

I can barely get that with
AMD 8350
8 Gigs @1866
256G SSD (doesn't help this games load screens) lol
AMD 280x x2 crossfired disabled for eso.
Windows 8.1
I suspect its just an optimization issue and it'll work itself out in a patch (I hope!)
