Cyrodiil

No... I'm not going to bash on it, just to put that out there.

Over the past three days (Fri-Sun), I finally put aside my, let's say disinterest, and held my nose to go in to Cyrodiil and do the PvE content - so I did the quests, skyshards, fishing, delves, etc, the only thing I didn't do were the dolmens. It was actually a lot of fun, possibly because I didn't in three days encounter another soul to spoil my fun. Not sure where everyone was, but hey, I liked the Zen.

So, now that I've done what I needed, and I have no intention of setting another foot in Cyro again - for PvEers wanting to do this stuff too, with little to no PvP interuptions, my three simple steps were:
1: Go into the below level 50 server.
2: Use a character under the dominating Alliance. (At the moment it was Daggerfall)
3: Go in as late as possible, when everyone else has hopefully gone to sleep.

Enjoy the freedom to PvE!

    Just to kinda add to this, as a PvPer...
    1: Stay off the main roads and direct paths between keeps. Just go the long way around.
    2: The icon on the map that looks like 2 or 3 swords means there's a fight going on there, stay away.
    3: If you at least do the tutorial for pvp, (which doesn't involve any actual pvp) you should be able to unlock the continuous attack passive from the assault skill line. It will grant a permanent bonus of 30% to your mount speed and make getting around a bit easier.

    Congrats OP! I wish more people would do this.

    There are a lot of things to do in Cyrodiil and I did just what you described. A PvE version is completely not necessary. I took a few snapshots along the way too.

    Then I came back for PvP and never left.

    Side note: The "no CP" version of Cyrodil is also empty. That's the one I use to be able to go there with my main char. :)

    I love Cyrodiil, both for the PvE stuff and the PvP. Don't be afraid to try your hand at the PvP. If you're worried about getting killed, just let yourself get killed several times until you see that it isn't going to kill you. (Yeah, pun intended, so sorry about that!) Once you get over your fear of getting killed, just join up with a group of players from your alliance and siege some resources and keeps, maybe help capture and run a scroll or two, etc. You don't have to be grouped with anyone; just look at the map to see where there's activity, and go join in the fun.
    I've fought mudcrabs more fearsome than me!

    I'd also suggest getting Charging Maneuver for that extra bit of Major and Minor Expeditions.
