[Brainstorming] Fallout 76 style housing at ESO

I love Fallout76 housing system. (If you are not familiar with it please take a look how it works.)
Current ESO housing is great but feels empty...
Imagine you setup your home next to vivec city and also put a trader merchant. It will add liveliness to the landscape/environtment.
Game can charge weekly rental fee ( 500K gold close to city or player auctioning for the land, so it will force players to earn gold which means game time spent increases) and also login rules to keep the land. If you lose the rental, the house plan can be saved and re-applied once you got another place.
