Seriously? I kept getting bounties throwing muballs at celebrants in Skywatch for Breda's quest!

Are you hitting the people around the Wayshrine or are you hitting NPCs that are just around the city? Because hitting them might get you with a bounty since you have to specifically disable Prevent Attacking Innocents in order to chuck the mudballs at NPCs, so any not marked as Celebrant might trigger the Justice system. I didn't have to disable anything. Just target an NPC and the quest dialogue to splat them pops up and you hit the key to splat them and WHAM They Agro'd! Not Guards, Not faction leader's like Emeric or Ayrenn. NPC's with "Celebrant" in their names.0 -

✭✭Mudballing a guard gives a really tiny bounty. It's not a big deal. Suggest using it as opportunity to practice evading guards or even fleeing guards (which gives much bigger bounty). I have never got anyone aggro from mudball, I suspect you might have accidentally with a light attack instead. I myself mudballed guards &cet without discimination and it did give me bounty but none got aggroed.0 -

Yeah, true. I think it would depend on your bounty before the mud ball, but that it increases your heat. But I also thought mud balling celebrants didn't count as a crime at all. Just the royals and the guards.0 -

✭✭✭Guards are the only ones that trigger the justice system. You are free to throw them at soldiers or even the queen.0 -

✭Check your location - there is a quest area for it, and the wayshrine is right outside - I had one where I hit a celebrant outside the quest circle on the map, and it was an assault .... just inside the line, and it was fine, on the same celebrant, as I let the guard kill me to clear the heat.

✭✭I again did the quest with two characters and mudballed players, celebrants and ambassador with no aggroes.
One celebrant I mudballed was standing beside their own dead body. But DB repeatable Marked for Death killing spree would explain that. (I faintly recall Skywatch is one of possible targets.)1 -
