No it really wouldn't, since the Maormer would never be allowed in to the Dominion.Besides, very few races would fit lorewise, with Maormer being one of the only sensible options.
I'd like a new class for those of us who want to start over again but with new animations/skill ideas. I'd like argonians to be improved before a new race is introduced, as the Argonian is the most unique looking race in elder scrolls, but with the least effective passives.

A new class just means three extra skill lines your current characters can never have.
A new race is available to all, and doesn’t change the balance of the game. It should be essentially just cosmetic.
What makes you think a new race will be available to all? You already have to pay for Imperials. Not to mention that a new race is also something your current characters can never have, unless you pay for a race change token as well.
A new polymorph is a much better alternative to adding a new race because that is something everyone can have.

Spears would actually be pretty good. You could include a passive that increased melee range to 10 (or perhaps 7-8), which would be really handy for high ping pvp. You could perhaps make it a melee kitey play style. Could be fun!

Having said that, we know a new class wont be happening until the server pvp issues are resolved. but when they are working again, which do you believe should be priority #1 in implementing in the game? A new class or a new race? Which ever choice you elect, if you have examples or ideas for either or both for that matter please list them in the comment section. In regards to class, if you have a class idea it might help to give a description rather just giving a name as other members in the community may have a different idea of what that may entail. An example of this might be calling for a “bard” class, what does a bard entail lore wise and/or skill wise?

Please also pass along the considerations of us that don't want new classes/races/skill lines and would prefer the dev team to work on QoL, bug fixes and getting back to the quality standard of content and writing that has sadly dropped off the last couple of years. Morrowind and Orsinium are the standard you should be aiming for IMO.

I think the story in High Isel far exceeds both Morrowind and Orsinium. Okay, the story felt a little smaller, but because they are redoing the foundational server code, they announced that this year would be smaller in scale. I actually loved the feeling I had as I walked away from the last quest. Sure, I seriously doubt that anything game changing will come from it, but I don't care, that ending was perfect for the story they told. I would love to see more stories like High Isle's story. Yes, I want them to be a bit bigger going forward, but if they were able to capture that same feeling each year, it would be amazing. Yes, I also want more quality-of-life updates, but those are different from the story.

New Classes would be great but...Not happening while ESO has to accommodate Console players. The devs have stated that because of Console limitations, adding new Classes is not currently possible. You want new Classes? Change your gaming and purchasing habits. Consoles are holding gaming back as a medium. Not just ESO.
The best thing we can hope for in the short and possibly long term are new Skill lines. I'm not aware of any limiting factors in this area. Some things players have been asking for are new Weapon skill lines like Spear, hand to hand and free handed magic. New Werebeasts(Bears, Lions, Boars, etc) and Vampire strains could also make for more interesting gameplay. You know, once we're done "streamlining" and "hybridizing" the game within an inch of it's life.
