I think Ember's perk is buggy

We have four companions, and all give us a little perk, except Ember, which gives us a permanent disadvantage.
No option to turn it off.
When I pickpocket, I have to pray I don't get Ember's gift wallet. It is given not in addition to the normal loot, but instead of it.
When I pickpocket, I can steal valuable items like crafting motifs or furnishing plans or others... and I can get blue or purple items to sell to fences.
Inside an Ember's wallet I can find just few golds, that is not a perk !!!!
If I steal a green item I can sell it to a fence for 135 gold but if I steal a wallet I can get only those few golds, no perk at all !!!
That wallet must be given in addition to the normal loot, so that the player doesn't feel that he has been deprived of the ability to steal more valuable items and that it is actually a perk even when stealing less valuable items, presenting itself as an added value.

Bastian's perk is given in addition to other potions looted.
Isobel's perk is given in addition to a boss fight's loot.
Mirri's perk is given in addition to chest's loot.

WHY IS THE EMBER PERK THE ONLY PERK THAT REPLACES THE LOOT INSTEAD OF ADDING ITSELF?

Please fix this unpleasant bug or give us the option to turn it off.

I fully agree with what Risikesa wrote.
In fact after reading her post I decided not to use Ember.

when ive gotten the wallet with embers perk, ive been able to do 4 pickpockets on the target

for example this how it worked for me:

pick 1: junk treasure
pick 2: junk treasure
pick 3: ember perk wallet (and it let me continue pickpocketing the target)
pick 4: junk treasure (after this one it would not let me do any more pickpockets on the target)

im pretty sure it had the same chance as pick 3, i dont think it lowers again after 3 picks (because normally you cant do more than 3 picks)

it was almost like the ember wallet was like a "freebie" pick

i would have to do a larger sample of pickpocketing to check though, the chance to get an ember wallet is not that high (and i dont frequently pickpocket unless there is the "pickpocket X times" endeavor)
