Vateshran Destruction Staff (Wrath of Elements) Cannot Critically Strike

I've been using this set on the Trial Dummy on the PTS and have observed that this set's damage ticks cannot Critically Strike.
I'm fairly sure that this is an oversight given that Proc Sets are now intended to be able to Critically Strike. This one just got left out of the party.
It should be a fairly easy fix, however.

✭✭✭✭✭I think it's intended as it is a stackable proc, like Zaan and Relequen.
Stackable in the sense that it has the meager +1%/tick damage-increasing mechanic (capped at +20% - though in nearly any boss fight it's topping out at +9% on the final tick)?
If that is the case, then I would LOVE to trade that awful thing away for the ability to Critically Strike! The +1% is basically imperceptible and it is not at all on par with - or even comparable to - the intense scaling found in Zaan or Relequen, where each stack adds another +100% of the base damage to the current tick.0
