Error 209, patch manifest error

So my cousin is having this problem, every single time he opens his launcher, the button says repair instead of play, and no matter how much he tries to repair it, it does not work. The error pops up every time. Nothing here has worked, https://help.elderscrollsonline.com/app/answers/detail/a_id/6486 so he emailed, none of those worked either, anyone else have any luck with this problem? My cousin is having his money wasted because he can't play the game he is paying money for.

Hello all,

Did you try to follow the steps explained in this article :

I'm encountering a Patch Manifest error (209/210).

Please follow the steps below to uninstall and reinstall the ESO client (do not uninstall the game from your computer’s Control Panel):

Uninstall the game client
1. Select the client on left hand side of the patcher
2. Go to game options
3. Select Uninstall

Install Client
4. In the launcher Select the client
5. Click Install

Can your cousin run the game directly from the file ?
