Are guild tabards still locked behind 10 members?

Hey everyone, I've been trying to recreate a knight's surcoat and I figured that the guild tabard would be a good way to do but I read that you must have 10 members in order to unlock access to that. This info is from 2014 so I'm not sure if it's still true. Can someone confirm this?
Also, why is it locked behind 10 members if true. Why can't I make a custom surcoat for my character. Why can't I build or buy something like this without guilds, should be a option for solo players.

10 for tabards. 50 for guild bank.
The reasoning would be, I suppose, that ZOS wanted there to be some unique features for guilds.
Allowing solo players to just create tabards for themselves would take away from a guild feature (one where the tabard is designed to show you are part of that select group - and those are your colors/crests).
Been this way forever, so don't see them worrying about changing it at this point in the lifecycle of the game.Can Open...

Is it really difficult to give players a choice: to paint the guild mark on the badges or a unique shoulder with a guild chevron, a banner on the back, draw a symbol on the shield. In this matter, you need variety to emphasize your individuality.
