Support refuses to help

So my issue is a bit weird. Ive been playing ESO since 2015, but my account was registered in Russia (I used to live there) and it is not possible to buy chapters and ESO+ on that account anymore. I requested a country change and was denied so I decided to play on my second account which was registered in the counry where I currently live. I asked if it would be possible to at least get re-buy some of my old crown collectibles, and was refused again. I know this is possible because my friends got old houses and stuff this way, yet support still keeps refusing to literally take my money.
Can I get a clarification on this, please? Is it really not possible to change region of accounts that were registered in Russia? Is it not possible to get old crown items anymore?
