Where can I find NPC beggar clothing?

I have the Prisoner's Shirt and Pants from the Morrowind tutorial, and I unlocked the ones you get after reaching level 40. But I've never seen the skirt & shirt this beggar from Belkarth is wearing.
Any idea if this is stealable or collectible somewhere somehow?

✭Perhaps someone who played from the beginning can update me, but I don’t recall that set of items ever changing after it was introduced with patch 1.6.0 which added the ability to steal.0 -

Was this NPC hat ever available to steal?
I've been looting a lot from Daggerfall and Wayrest Castles and homes and have not come across this.
