Currently ESO has a curated Item set drops for pretty much all content, the few exceptions being a few pvp-coffers and undaunted shoulders. for the Imperial City we can already buy the shoulder that we want at a 1 in 3 chance. But for the classic PvE shoulders we are stuck with a system of 1 in 6 chance at best, with the 5 key coffers. The problem is not getting a single shoulder piece in a set.The problem occurs when you try to get a specific weight of the shoulder. 1 in 6 chance is not all that bad if you try and get a shoulder but sometimes it can be incredibly frustrating. A few people are just incredibly unlucky, a friend of mine just explained how he spend 100 keys that he earned doing pledges every day for 2 weeks wIthout getting a light shoulder in the set that he wanted. Now there is only a little over 2% chance of this happening (5/6)^20. But this is incredibly frustrating for players. Especially because with more and more shoulders every year this becomes a regular occurrence. I think there are really 2 ways ZOS could go about this.
First make the sticker book not differentiate between weights in shoulders. So if I find a Heavy one I can reconstruct a light one. We all know this one won't happen.
The second option is a Curated Item coffer. This one would be purchasable at the vendor, and would cost 30 keys. I think this price point makes the most sense. At 30 keys the other coffers are much much better value. But it would mean that players no longer can throw away their entire bank of keys to no end. the chance of getting the shoulder you want in 30 keys from the current system is around 66%. So this system is really not that much better, remember you have to have all other 5 shoulders for a 100% chance.
Why not just make it for each dungeon? I think this system has 2 problems, first it would fill up the vendor screen with gray coffers that you can’t buy yet. Secondly I think it would be confusing to players if one system is about the DLC and the other system about the specific dungeon. Having a legendary 30 key coffer just below every Epic 5 key coffer is a more streamlined system and intuitively makes sense.
I think this is a good band aid solution for the problem we have currently, I think even ZOS would agree that the system is not very future proof. Especially in regards to DLC dungeons and pledges. I was thinking maybe only make them purchasable after unlocking 4 or more other shoulders in the DLC, this way new players aren't baited into buying them.
