I'll take Elegant (old name: Queens Elegance).

I don't like antiquities, so have no oakensoul.
And I don't like DLC dungeons, so I won't farm Rage of Ursauk.

So Elegant remains the only set that grants Empower to increase heavy staff attacks damage by 80%.
I use it on sorcerers together with sergeants mail, as sorcerers have no empower class skill.
And on necros, as the 10 seconds from empowering grasp are too short.
And on nightblades, as their class skill does not match ranged attacks (jump on enemy to activate empower).

It is the least optimal variant of the 3 sets (only 3 seconds empower when you finished a heavy attack), but at least allows me to play heavy staff attack based again. So a small bandage to fix the nerf chaos of U35 a little bit. Stopped me from quitting the game completely for now.

If you have the bar space for a Mages Guild skill, you could also use Degeneration/Structured Entropy or Scalding Rune to proc Empower too, and wear a better set like Storm Master instead of Queen's Elegance. Of course the buff only lasts for 10 seconds like the Necro skill you think is too short, but if you get into the habit of casting that MG skill each time you swap to your front bar before you start heavy attacking you should still have a good uptime on Empower.

      Thank you.
Mages guild skills offer Empower as passive skill, but it is unlocked at level 9 (5 seconds), I think at lvl10 you get the 10 seconds.
I have maybe 20 sorcerers, so grinding up mages guild to level 9 is no option for me just to get a basic buff for something trivial as making a heavy staff attack somewhat useable.

Thanks for your suggestion, very kind and I was aware of it, but it kinda freaks me out that ZOS messed up so much with U35.
I mean "hey, grind MG to level 9 if you want to use your staff, the basic weapon for this class to do somewhat usefull damage"... this is crazy.
