Group finder is often bugged and it is hard to see if ZoS is ever aware of it as they don't keep a list of known issues, which causes frustration as it just feels like yelling into the void.

2 current bugs on PC/NA:

1) If you are in a group, the group leader must be a damage dealer and not the healer or tank for the queue to pop correctly. It "can" happen if a support is crown, but it seems to work only about 30% of the time. This includes being in a premade 4 man group, if tank or healer is crown, you can sit in the queue (sitting in queue as a 4 man is silly). If you have a tank and a healer only, good luck!

2) This one is newer and I've only stumbled across over the past 2 days, but queuing as a group will not pop in an expected time frame (can only say for certain it's broken for 2 members, haven't tried 3 or 4 yet). We all know if you have a tank, you get instant queues, but right now if you are in a group, it doesn't matter the roles, the finder isn't popping in the expected time frame. I've sat in the queue with the group finder in a group of 2 (1 tank and 1 damage dealer) and it wasn't popping. We then disbanded the group and each solo queued and it popped immediately and we get put in the same dungeon instance. This is frustrating in an MMO. I did manage to get a random normal to pop while being a damage dealer with a tank, but it took 15 minutes. It could be argued that there is no bug then, but if it's taking 15 minutes for a tank and damage dealer to find a group, this game's population is a more dire state than previously believed
