the chains come down and stick into that concrete foundation then lock in...what is it doing? Is it trying to pull the gound up into the portal? rip a hole in the ground for stuff to come up out of the earth? What is it doing?
Problem with spawning daedra all over is that it would overflow areas who are little used, some dolmens are a bit harder to get to, or if limited numbers they would be hard to track down. The "Arrival" ESO cinematics is about Dark Anchors: https://www.youtube.com/watch?v=1BcBpo_Pizg
Also one of recent into additions has shown the daedra assault squads to emerge from these portals and rush to attacks anything that moves (it would be cool if implemented in the game, which currently limits the teleported daedra to stay within the dolmens' circles).

You want to have some fun, read or watch some videos about Elder Scroll lore, there's a ton of it out there. I just finished a watching a video on the History of the Septim Empire which briefly mentions the anchors. https://youtu.be/PTmpl437Gf0
